PInfrastructure Development Company Limited (IDCOL), the largest energy and infrastructure
financier of the country, has been invited by the Asian Development Bank (ADB) to provide
knowledge and capacity building support to the national power utility of Cambodia. IDCOL’s
ground-breaking works in off-grid electrification, particularly in dissemination of Solar Home
Systems, has gained global attention as one of the largest and most successful off-grid
electrification programs in the world. More than 12% of the country’s population have been
brought under the program who are currently using clean solar energy in their houses. ADB
intends to replicate IDCOL’s success by developing a similar program in Cambodia by scaling
up operations of the Rural Electrification Fund (REF) department of Electricite du Cambodge
(EDC), Cambodia’s national power utility responsible for electricity production, transmission
and distribution in licensed areas.
IDCOL has previously provided knowledge and capacity building support as well as on the
job training to more than 100 officials from various public and private sector agencies of
Ethiopia, Ghana, Uganda, Sudan, Guinea, Nigeria and Sub-Saharan African Countries.
However, this will be the first time IDCOL will work directly with a development partner and
send its experts overseas to support another country’s renewable energy program. Mr.
Nazmul Haque, Director (Investment) & Head of Advisory and Mr. Enamul Karim Pavel, Head
of Renewable energy will visit Phnom Penh, Cambodia during October 10~14, 2016 in this
regard.
